US adds China talks to second highest diplomat’s Asia tour (2021/07/22)

The U.S.' second highest diplomat Wendy Sherman will meet with China's foreign minister this Sunday. Beijing had initially refused to grant a meeting with Foreign Minister Wang Yi, offering a meeting with one of his subordinates instead. Following behind-the-scenes negotiations, the U.S. announced that Sherman will be stopping in China this week, at the end of her ongoing Asia tour. Taiwan scholars say the development is a sign the two sides are willing to communicate. But they say the U.S. stance on the Taiwan Strait is unlikely to change.

On her stop in Japan, U.S. Deputy Secretary of State Sherman met with the vice foreign ministers of South Korea and Japan. She also attended a meeting with Japanese Defense Minister Kishi Nobuo, where she once again underscored the importance of peace and stability in the Taiwan Strait.

We share the concerns with Japan about increasing aggressive action and concern. I think everyone wants to ensure peace, security and stability in the Taiwan Strait. And so we will work together to do so.

Once again, a top U.S. official expressed concern over the Taiwan issue, in public remarks sure to anger Beijing. Sherman has chosen to stop in Japan, South Korea, and Mongolia first, before arriving in China this Sunday. She’s scheduled to meet with Chinese foreign minister Wang Yi. Washington has been clear on what it hopes to achieve with Sherman’s tour.

These discussions, as we’ve said, are part of an ongoing U.S. effort to hold candid exchanges with PRC officials, designed to advance U.S. interests and values. In the context of relationships that are complex, that are challenging, that are dynamic. We believe it’s important to maintain open lines of communication between high-level officials.

U.S. Department of State Spokesman Ned Price said Washington has tried to communicate with Beijing, and to test its reactions to healthy competition. Price said U.S. President Joe Biden himself had spoken to Chinese leader Xi Jinping.

U.S.-China relations haven’t eased under the Biden administration. They’ve become more tense, as the Taiwan Strait gains importance in discussions. The U.S. deputy secretary of state’s itinerary has changed, and she is willing to meet with China’s vice foreign ministers. However, the U.S. and its allies won’t be altering their position concerning the stability of the Taiwan Strait.

Scholars say that although communication remains open between the U.S. and China, relations will remain tense in the short term.

提台海讓美中關係生變? 美副國務卿7/25將訪中

美國副國務卿雪蔓出訪亞洲,第一站來到日本,公開提及台海和平穩定的重要性,這也讓美中關係更緊繃,一度傳出雪蔓的訪中行程將取消。不過21號美國國務院證實雪蔓仍將在25號到訪中國。學者解讀,中國無法改變美國重視台海穩定的立場,但雙方也不會輕易放棄溝通機會。

美國副國務卿雪蔓到日本,和日韓外交高層舉行會議,接著還和日本防衛大臣岸信夫會面,再度提及台海和平穩定的重要性。

“我們和日本同樣擔憂中國越來越多挑釁行為,我想大家都希望看到台灣海峽的和平穩定,我們會共同努力達到這點。”

美國不斷公開關切台海議題,讓中國大為不滿,這趟副國務卿的亞洲行,選擇先到日本、韓國、蒙古,25號才訪問中國,和中國外交部長王毅會面。美方的動作,不言可喻。

“這討論是與美國與中國官員致力坦率交流,旨在促進美國的利益與價值觀,在充滿挑戰的複雜關係裡,我們相信暢通高層官員的溝通渠道很重要。”

普萊斯也提到,美國會用多種方式測試中國對競爭的反應,甚至未來,總統拜登也有機會和習近平會面。

“拜登政府上台以來,美中關係沒有趨緩反而越來越緊張,對台海反而更加重視。美國副國務卿雖然改變行程,也願意重新回去中國跟外交副部長會談,但其實美國跟盟國,對台海穩定的基本立場是不會改變的。”

學者解釋,美中雖然沒放棄溝通機會,但美國拉戰友抗中,雙方緊繃關係,短期內難以改變。
