    Taipei Mayor inaugurates solar energy plant constructed in old landfill in Muzha (2017/02/17)

    The Taipei City Government together with local industrial conglomerate Tatung today inaugurated a solar energy plant constructed on what used to be a landfill in Taipei's Muzha District. The plant will ramp up to electricity production of 2 million kilowatt-hours per year. Tatung has arranged to donate 10 percent of the plant's electricity annual sales of NT$100 million to the Taipei City Government.

    Tearing away red banners marking the launch of the new energy project, the former landfill that was once filled with rubbish became a solar energy plant.

    Previously this was a landfill, now we see this is an area of three hectares installed with 8000 ground-mounted solar panels. We began construction in September and on January 10 it began generating electricity. The (construction) work has been highly efficient.

    In future, all rooftops of government and other public institutions in Taipei will be fitted with solar panels, also as part of a contract with Tatung.

    Upon hearing that Tatung will sell Taipower electricity, with 10 percent to be donated to the Taipei City Government, Mayor Ko started laughing. But in the face of city government plans to legalize illegal constructions in the Neihu Science Park, Ko became more serious.

    This situation has resulted from not enforcing regulations in the past. (The previous administration) signed an official document saying the problem would be handled after a decade. I think this is an irresponsible attitude. So I will ask (my government) not to directly legalize these constructions, and also not to ignore the problem. Instead we will provide owners with counseling as to how to legalize these constructions.

    Mayor Ko said the city government wanted to counsel the (owners) on how to improve the illegal constructions (so that they met standards). If the owners did not cooperate by July 1, their illegal constructions would be torn down.
