New controls on US pork imports spark controversy (2020/11/26)

The Taiwan market will open up to U.S. pork imports containing the additive, ractopamine, on Jan. 1. Ahead of the lifting of the ban, the government has released a preview of new rules governing the imports. The rules include clear labeling of product origin, with domestic pork to be marked with a round green label. But opposition lawmakers say the rules aren't enough, as they won't help shoppers identify meat containing ractopamine. This is tonight's first report.

During an Executive Yuan meeting, Premier Su Tseng-chang vowed to manage U.S. pork with the same firepower and resources used against African swine fever.

As we're currently limited by the pandemic, it's not possible to go abroad to inspect pork processing facilities. But with all the meat products that come in, we will apply our standard commodity classification codes. We've increased the number of codes from 22 to 67, patterning the new ones off the preexisting codes for beef. And when these goods come in through customs, we will inspect them batch-by-batch and identify their origin. We will conduct strict inspections. And we will enforce labeling that's clear at-a-glance. This round label indicates domestically produced pork. This triangular label indicates a foreign import.

To offer consumers' peace of mind, the Cabinet has unveiled five control measures on pork. There will be new classification codes, batch-by-batch inspections, clear labeling and strict inspections. And once it's possible to do so, Taiwan inspectors will inspect hog production facilities overseas. After Jan. 1, if a facility wants to send products to Taiwan, it will first have to pass inspection. Premier Su asked the relevant ministries to stringently enforce the new rules. Starting from Jan. 1 next year, false labeling or missing labeling will incur a fine. On Thursday, the opposition KMT took issue with what they called loopholes in the law.

After next Jan. 1, will these facilities be able to send meat products without first passing inspection? This is called muddying the waters. Secondly, about these new classification codes. All they do is create new distinctions like large intestines, small intestines, rectums, and the like. But what we want to know is whether there is ractopamine in the meat.

You're inspecting only a small percentage of the total lot. It's extremely, extremely low. And when you find a subpar product, there are no fines at any point in the process. All that happens is, the product is returned. That's not much of a loss to the vendor - it's just the cost of shipping.

The questions keep coming from opposition lawmakers, who are demanding straightforward solutions.

政院5大美豬管理 新肉廠須查廠.新增豬肉標示

政府明年1月1日起,將開放萊豬進口。衛福部今天在行政院會報告5大管理機制,其中,對於國民黨要求的先查廠再進口,行政院明白宣示,未曾進口來台的肉品廠,必須台灣派員赴美查廠後才能進口。不過,國民黨依舊批評政院混淆視聽,甚至要求政院應該清楚標示,有無含萊劑。

行政院會上行政院長蘇貞昌親自宣示,強調要拿出圍堵非洲豬瘟的拚勁,管制進口豬肉。

“現在受限於疫情,雖然不能夠出國去查廠,但是現在所有的肉品進來,我們新增貨號,從原有22項增加到67項,比照牛肉的貨號。而這些貨品進來在海關,我們逐批檢驗溯源追蹤,我們嚴格稽查,也清楚地讓民眾一目瞭然。圓形的就台灣豬,三角形的就是外國豬。”

為了讓國人對食安放心,政院從五面向管理,包括實地查廠、新增貨號、逐批查驗、清楚標示、及嚴格稽查,其中實地查廠的部分規定,未曾進口來台的肉品廠,必須台灣派員赴美查廠後才能進口。蘇貞昌也要求相關部會嚴格把關,明年元旦起,業者如果沒有標示或標示不實,就要依法嚴懲,但在野黨還是不滿意。

你查驗率都已經沒幾趴了,都已經非常非常低了,查到了從頭到尾沒有去裁罰過,只有把它退運,退運根本沒有任何損失,損失運費而已嘛。
