Former WTO chief Lamy gives Taiwan advice on handling possible trade war (2018/03/29)

The former chief of the World Trade Organization, Pascal Lamy, believes Taiwan’s best hope for coping with a potential US-China trade war is to protect the multilateral trading system. In Taiwan for an international conference, Lamy warned that Taiwan’s most vulnerable exports were those that ended in the US after being processed in third countries.

With a potential trade war looming between the United States and China, Pascal Lamy had this advice for Taiwan and its export-oriented economy.

What’s next for Taiwan in my view is to try and protect the World Trade Organization. That’s the most urgent thing to do, to negotiate within the World Trade Organization in order to improve the rules of world trade.

Lamy warned that if a trade war broke out, it would set the world trade system back 50 years, and Taiwan would be a victim of trade bilateralism, though it did have strengths that could protect it.

The southbound policy is a good thing to do. Taiwan is an important part of an Asian global value chain. Taiwan has good know-how, for instance, in semiconductor upstream production, so this will not change.

Lamy was supportive of measures Taiwan’s government has taken to diversify its trade. But he cautioned that Taiwan’s biggest worry should be goods that local vendors export to third countries for processing and then export to the United States, such as LCD displays.

The main danger in my view for Taiwan is not direct exports from Taiwan to the US but exports from Taiwan to other countries, including China, and there is quite a lot of that.

Lamy’s message was clear – trade war or not, Taiwan’s best chance to thrive is by backing and strengthening the global multilateral trading system.

美中貿易大戰一觸及發,將衝擊全球產業,台灣又該如何自處?前世界貿易組織總幹事Pascal Lamy建議,台灣當前最重要的,就是保護WTO的多邊貿易系統。

美中貿易大戰即將開打之際,前WTO總幹事,法國籍的Pascal Lamy,為台灣出口貿易策略把脈。

“我認為台灣下一步要做的,是回到世界貿易組織體系,這是當務之急,跟世界貿易組織密切溝通,就能提升並改善世界貿易組織規則。”

Lamy也警告,一旦美中貿易大戰爆發,不只會讓世界貿易體系倒退至50年前,台灣將成為雙邊貿易主義下的犧牲者,但仍有一些強項能夠應對。

“我認為新南向政策是很好的舉措,台灣在亞洲全球價值鏈中都扮演重要角色。台灣掌握在半導體上游製造掌握很不錯的核心技術,這是不會改變的。”

對於蔡政府採取貿易多元布局的策略,這位前世貿總幹事都給予高度肯定。不過他也提醒,台灣當前最該擔憂的,是我國大廠透過第三國,再出口到美國的產品,像是液晶面板等等。

“我認為台灣現在最具危機的,並非從台灣直接出口到美國的產品,而是從台灣出口到第三國,包含中國的這些產品,而且這佔很大一部分。”

Lamy給的意見相當明確,不管有沒有貿易大戰,台灣要成功,最好是能支持與強化多邊的貿易系統。
