US releases video revealing joint training with Taiwan (2020/06/29)

A short video released by the U.S. army appears to show Taiwanese and American soldiers training together. This promotional video, titled "Excellence," was posted mid-June by the U.S. Army 1st Special Forces Group. It briefly shows - publicly for the first time - Taiwan's special forces engaging in drills alongside their counterparts in the U.S. army. A Taiwanese defense analyst says that Washington's rare disclosure is part of a strategy set by its 2019 National Defense Authorization Act, which calls for closer Taiwan ties to counteract China. When asked about the joint drills, Taiwan's defense ministry confirmed that did occur.

From carrying out an airborne operation to targeting a fortification, the U.S. Army 1st Special Forces Group’s capabilities are on full display in this short video. Sharp-eyed viewers may also catch a fleeting cameo by Taiwan’s special forces.

The two words “R.O.C. Army” and its emblem are on the fuselage of the Black Hawk helicopter. In a shot showing soldiers boarding the chopper, the Americans at the center are flanked by two troops wearing the brighter green, digital camouflage of the R.O.C. Army. In just 40 seconds, the video seems to announce the fact of Taiwan-U.S. military exchanges. When asked for comment, the Ministry of National Defense gave a rare admission.

This video shows normal military exchanges. The Army carries out various Taiwan-U.S. military exchanges in accordance with a yearly program. We do not comment on any individual operation.

I believe that the U.S. put these soldiers on leave and had them come to Taiwan. They were carrying equipment that was their own, with the exception of the firearms, which may have been provided by our military. They engaged in experience sharing and training here. Such exchanges have been happening for a long time. They’re an open secret. But if this video stays up there – if it’s left on social media, even after Beijing lodges a protest – then we’ll know that the U.S. military or its executive branch is seeking to fulfill its commitments to Congress.

Stationed mainly in the U.S. state of Washington, the U.S. Army 1st Special Forces Group operates in the Indo-Pacific region. It’s also believed to collaborate closely with the militaries of Western Pacific countries.

Due to Taiwan’s ambiguous position, Taiwan-U.S. military exchanges are typically kept under the table. But under the influence of the National Defense Authorization Act, a strategy shakeup could be underway.

實質交流!美特戰形象片 與國軍聯訓共同參演

美國陸軍的第一特種作戰群,形象短片中,被發現和我國陸軍的特戰部隊,一同參演,檯面下的台美軍事交流,因此曝光,國防部不但不否認,專家也推測,很可能是美軍基於國防授權法,用這個方式,對美國國會交代。

不論空降作戰,或室內攻堅,美軍第一特種作戰群,透過短片,展現堅強戰力。但這個鏡頭,有發現亮點嗎?

除了黑鷹直升機,機身上的陸軍字樣和國徽;準備上機時,穿著美軍常規迷彩服的弟兄,雖然是主角,但分站機門兩側,著數位迷彩的,可是我國特戰官兵。短短40秒影片,讓台美祕而不宣的軍事交流曝了光,罕見的是,國防部坦言確有此事。

“影片是屬於正常軍事交流,國軍都是依照年度計畫,執行台美各項軍事交流,但是不針對個案做評論。”

“我想美方,他讓人員集體休假來台灣,然後帶著自己的個人裝備,除了槍械以外,槍械可能由我們軍方提供,在這邊進行實際經驗交流跟演練。這個東西其實長久以來,一直都是不公開的秘密。但如果是(影片)一直放在那邊,即便碰到北京方面抗議,也還留在那裡的話,那大概就可以說是,美國軍方或是美國行政部門,要對立法部門有所交代。”

總部位於美國華盛頓州的第一特種作戰群,主要任務範圍,就是印太地區,專家透露,和西太平洋國家的默契,不在話下。

礙於國際地位,台美軍事交流,無法開誠布公。但在國防授權法影響之下,我國軍方的實質受益,比什麼都重要。
