    TSMC Chairman Morris Chang calls on administration to let market drive innovation (2017/04/20)

    Morris Chang, the chairman of the world's largest contract chipmaker, TSMC, has called on the Tsai administration to allow the market, rather than the government, to drive innovation. At an industry lecture on innovation, Chang went on to call on the government to improve Taiwan's business environment by streamlining regulations and improving infrastructure.

    Having been invited to lecture about innovation, TSMC Chairman Morris Chang spoke frankly of the need to strengthen the domestic business environment.

    I think water, power, and environmental impact assessments are barriers to manufacturers, and they need to be addressed. Aside from that, I actually don't think there's much the government can do.

    Chang also spoke out on behalf of the financial services sector, saying existing laws were impeding investment. When it came to the government's claim that boosting innovation requires economic restructuring, Chang disagreed.

    You can't rush innovation. Innovation doesn't happen when the government says, "I want you to innovate, I want you to restructure." That won't lead to innovation. Innovation relies on market mechanisms.

    The recent appreciation of the Taiwan dollar has also taken a significant toll on the domestic tech sector. Asked what TSMC was doing to mitigate exchange rate issues, Chang seemed at a loss.

    I think the rise of the NT dollar is of course bad for exporters, but the only thing to do is to endure. There's no way around it.

    In TSMC's first-quarter results released last week, revenues were slightly lower than expected, and net profit was down 12.5 percent from the previous quarter, mainly due to foreign exchange losses.

    政府倡創新要轉型 張忠謀:需靠市場機制

    台積電董事長張忠謀上午出席演講談創新,他說政府說創新要轉型,其實不一定。至於蔡政府上任將滿一年,有沒有建議?他說,除了水、電、環評是製造業的障礙,法規是金融業的障礙,其他能做的也不多了。

    受邀演講談創新,台積電董事長張忠謀侃侃而談,先提台灣投資環境需要加強。

    “水、電還有環評,我想那些對製造業是有障礙的,這些東西應該做,除了那些之外,我想政府能做的並不多”

    張忠謀也幫金融業喊冤,說法規是金融業投資的阻礙。面對政府說,創新要轉型,張忠謀有不同看法。

    “你不能就是急就章的創新,創新不是政府說,我要你們創新,我要你們轉型,就馬上去做創新,不行的,創新是要靠市場機制的”

    近來台幣狂漲,對科技業衝擊大,被問到台積電該怎麼因應,張忠謀很無奈。

    “台幣升值,我想對出口業當然是不利的,只好就是忍受了,沒辦法了”

    台積電上週公佈的第一季財報,營收略低於預期,純益比前一季少了12.5%,匯損就是主因。
