Officials discuss strategies for resolving high-speed rail financial problems (2014/11/17)

At a public hearing today the Ministry of Transportation denied any knowledge of a conspiracy to hand control of the high-speed rail over to pan blue-leaning businessman Samuel Yin. Finding new investors is one of several strategies the government is considering to lift the veil of financial uncertainty that clouds Taiwan High Speed Rail Corp.’s future.

In order to eliminate the risk of bankruptcy that the Taiwan High Speed Rail Corp. faces, the Ministry of Transportation is leaning toward reducing the firm’s capital then raising it. The ministry believes this could be a tool for increasing government control, though former Deputy Transportation Minister Hochen Tan calls such a consequence undesirable.

State-run shares are very extremely difficult to control. The government could use this power to quietly defraud the people. While this might sound bad, it’s the truth.

Hochen worries that if the state manages the system, ticket pricing will become opaque. There are also reports that the ministry had asked Samuel Yin, the Ruentex CEO who controls Nan Shan Life Insurance, to invest in the system. Analysts speculate that the KMT plans to use the blue-leaning Yin to maintain control over the high-speed rail even if the party is voted out of office in the next national election. Transportation Minister Yeh Kuang-shih denied knowledge of any such scheme.

I haven’t heard this and am not aware of any such situation. The reason we would ask a life insurance company to invest is because it wouldn’t have any voting rights. It would only earn interest.

According to a financial reform report issued by the ministry, through the end of June the corporation had accrued NT$47 billion in operating losses.

高鐵虧損恐破產 傳找潤泰尹衍樑入股

高鐵累積虧損大約470億元,交通部和高鐵提出財務改善方案,打算先減資,再分三階段增資,今天召開公聽會,聽取各方意見。外傳增資找來擁有南山人壽的潤泰集團總裁尹衍樑入股,交通部長葉匡時說,沒有聽說,但如果有壽險公司要入股,並不會拒絕。

解決高鐵破產危機,交通部傾向透過減資再增資,提昇官股優勢,不過,前交通部次長賀陳旦提出質疑。

賀陳旦表示,官方掌握主導權,將演變成票價不透明的情況。至於外傳增資找來擁有南山人壽的潤泰集團總裁尹衍樑,以確保藍營在政黨輪替後,還是能夠掌控高鐵。交通部長提出反駁。

根據交通部高鐵財務改善報告統計,截至民國103年6月底,高鐵累計虧損470億元。
