    Opposition slams apparent turnaround on preferential retirement savings rate (2011/01/03)

    Opposition DPP legislators are incensed that a preferential rate of interest offered to retired civil servants has been brought back to life. While the DPP believes that the change will cause social division, the Ministry of Civil Service claims that the new regulation merely redistributes previously unequal terms amongst retired personnel from varying levels of employment.

    Retired military staff, civil servants and teachers have been saving hard recently because the strict limits placed on savings that receive a preferential rate of interest by the Chen government in 2006 were recently removed. Now, the upper-limit of retirement savings that receive a preferred interest rate of 18 percent has been increased to NT$770,000. The DPP responded angrily to the move on Monday.

    Now, compared other professions, I really must advise retired military personnel, civil servants, and teaching staff to be empathetic to the financial difficulties that others may be experiencing. Don’t give others the impression that they are being exploited.

    However, according to the Ministry of Civil Service, the preferential interest rate has not been “revived” as has been widely reported. Instead, the upper limits of deposits receiving the preferential rate have been adjusted. The limit allotted to retired lower-level military personnel, civil servants, and teachers has been increased while the limit allotted to their higher-level counterparts has been reduced.

    In this revision we have corrected an imbalance that once exploited lower-level retirees to the advantage of their superiors.

    Chang emphasized that the revision will save approximately NT$100 million for the nation’s coffers. However, with regular retirement savings in a one-year term deposit earning just 1.2 percent interest rate on average, public indignation at the preferential treatment will be hard to avoid.
